I've always put it over the concrete but, make sure it's clean and, don't use a solvent, it may inhabit the concrete and cause problems. Make sure the floor is clean, no dirt what-so-ever, then use a primer from Home Depot, I always use two coats, let them dry real good, make sure a third time there's no dirt on the floor, then go for it. Good luck.

you can put tile directly onto the concrete floor but if the concrete slab shifts and cracks you take a chance on the grout cracking and the tile popping loose. Some people like to lay over vinyl, if the slab cracks and shifts the vinyl will help so that the tiles don't pop loose and the grout doesn't crack. so it's up to you.
As loong as the concrete subfloor is smooth and free of cracks and fissures you should be able to lay right on it. Is this for a basement bathroom?? or an older existing 1st/2nd floor bathroom?

You can go over the vinyl floor. Just be sure it is level and smooth. If not you can either cut out loose vinyl and skim the floor using a product such as Mapai or install a layer of luan before installing tile. Pulling up existing vinyl can be difficult. There is a tool that can be rented called a power stripper. If you sub-floor is actually gypcrete instead of concrete it can come up with the floor in chunks. Then you will likely need to skim out the floor (again with, Mapai). (its why the luan suggestion was made) Hope this helps
