Tar is a petroleum based product and as such another petroleum based product will work, WD40, Nail polish remover, or any bug and tar remover in the auto parts area of your local store. after removed, clean with soap (dish soap works best) to get rid of the oily deposits.
Get Avon,s skin so soft, soak cotton ball and then rub over areas. Works like a charm. I also use it on my car when tar is on it.
