Answers:
Look it up on google. But the term is "retaining walls", not retainer.

if you steal rr ties you can be SERIOUSLY prosecuted,be CAREFULL,grandson of a rr worker
OK , you need to stack them as level as possible , as when it rains ,these ties move , you can nail them together, with 6in nails, just measure the step, place it in first , then add your ties ,
I did this about 20 years ago. You want to add 3 steps, so it sounds like you want to go 3 ties high. I drilled holes in the ties and inserted rebar so they wouldn't slip out when back-filling. Of course, you can add the riser steps; be sure to use the strongest saw blade you can find (I can't remember what type it was just now). I used a circular saw and needed to make a cut on each side.

The only problem I ever had was after about 15 years the termites decided to invade in a couple of the ties. I saturated the area with Terminate (purchased from Home Depot) to take care of these pests.

Good luck, have fun, and, in my opinion, landscaping with railroad ties is still unusual and striking.
My husband and I built a 2 tier retaining wall a few years ago. You can buy the railroad ties at Lowes or most Nurseries ( $12-$15 each). If it is only 3 high you can use rebar to hold them together, but if it is higher you need to put corrugated piping and rock behind it so that water will drain. We went to the library and got several books and really read up on it. It was worth the time. It looks nice and was quite easy.
Make sure to use rebar.you drill holes in each layer and lay over the rebar...DO NOT USE NAILS...they will wobble, ground will push the tiers out of square..and they will rust in no time..galvanized or not.that is The cheap wrong way to do it..unless you want to redo um every year or two
