"From personal experience the words budget and hot tub may be an oxymoron.
The initial cost is only a down payment. You need to remember the cost of chemicals. You have bromine and or chlorine, Shock, Ph up Ph down, foam out, test strips, new filters on a regular basis, water, and electricity to operate the heat and air. Remember the cost of new covers and cover opener. pumps go bad and electronics wear out.
Having said that, we have had two Sundance Spas over the past 18 years. We've always had them outside, year around in NE Pa. Nothing feels as good as sitting in the hot tub when it's cold outside and watching the stars.

You may be able to get a hottub really cheap--advertise in the newspaper--Sometimes folks will even give them away, if you will haul them! Just run an ad in the classified--seeking a cheap hot tub--will haul! My niece got a 6 man $5000 hot tub just for hauling it away and building a redwood encasement for it--it's great! Also call some hot tub companies and tell them if they get calls from anyone that is trying to get someone to haul away one to please call you! You might be surprised that they will work with you--because they don't have the time to haul it!
Look at the Softub. It's a decent entry-level portable tub. You'll get the chance to see if it's something you would really use before you invest lots of money in a more permanent one.
