Here in Maine total cost range from $140 to $165 a square foot. Most towns here charge about 1% of the total estimated construction cost for a permit. But my town does not require permits.
This is a guess since I,m not a contractor and am thinking Minnesota prices. And it is all dependend on your materials used like tile floors or linolium floors or granite counters or formica counters etc...

my dad, brother and I, bulilt my mom and dads house, 1500 square ft. with 3 beds 1 1/2 bath for 28000.00, and spent 5000.00 for the five acres it is on, but, it was in the country, so we needed no building permits, and we did the labor our selves, so it is hard to break it down, Also this was in Oklahoma, not Washington, so I am sure the material price is alot different. We built it 3 years ago all in all cost us 33000.00, and last year it appraised for 130,000.00.
It depends on where you are at for the cost of permits, here in florida permits and impact fees run around 15-25,000, in Michigan the total is around 6-700. As far as cost, its all going to depend on what you are building, where and how. In Florida you have to build with CMU, away from a hurricane zone you can use wood and build a stick home. Are you putting a basement? Is this a two story home? How much fill is required for site prep? Brick ? Stucco ? Are you on City water and sewer or do you have to install a well, septic tank and drainfield?
All else held constant, average is around 80-140 a foot at cost depending alot on the above answers.
