How do I use the screws and plates at the back of the frame?

I will assume that you are talking about a picture frame?
The screws can only go one place in the holes on one of the plates. After you get them started in , put the solid plate underneath the screw plate then slip them both into ONE side of the frame at the same time. Tighten the screw into place. If this will not go into the frame, loosen the screw and try again. Once you have this side done, do the same thing to the other side. You may have to loosen the original to even the seams then tighten both down. The screw plate forces the solid plate down and thus holds the pieces together.

I'M guessing your putting together a metal picture frame... there are two plates for each corner, the top plate,( closest to you if you have the front of the framing facing the table) will have two holes in it for the screws. The Bottom plate has no holes and needs to be set under the top plate. The screws will push the plates apart to get a solid hold on the corners. Start the screws before you begin... slip all sides together and tighten, corners should be tight and snug... then all you have to do is add your claw for hanging or wire for a larger piece... good luck...
