We used a product called "Dif" from Lowes. It worked like a charm! Spray it on (I used a "Round Up" sprayer), and it loosens the paper, just peel it off.
After all the paper is gone you may need to respray and use a scraper to remove the excess glue.

if you paint over it it will soften the glue and the paper will peel off. if you panel over it no big deal. plus if painted it will show the lines of the paper.

Hot steam has worked for me. Also have used Stripease bought at Sherwin Williams.
The best way to remove wall paper is to dilute 1/2 fabric softener and 1/2 water in a spray bottle. Apply the spray to the wall paper & allow it to saturate. When its clearly absorbed, use a flat scraper & it "magically" comes off. I have tested this many times and it works wonders.
