Turn the water off at the mains first, then unscrew the tap with a 'Crescent' spanner. Remove old washer and replace with new one. Screw back tap with spanner and turn water on at mains.

Isolate water supply and replace washer in the top of tap.
Go to b&q and they will sell you a kit with all the instruction for the job.
If the outdoor tap is bypassing water or generally ugly, you may find the need to purchase a Sillcock. Wierd name I know. they are about 25 bucks at home depot. This the the term for the outdoor tap. It is as easy as unscrewing and coating the threads with teflon and screwing back in. Use care not to crank down too tight, with older pipes your liable to cause a break
Depends on the problem. I think it's a good idea (probably law now as well) to fit an in-line stop-valve whilst you have the water turned off at the main. It means in winter you can isolate the outside supply, open the outside tap to drain excess water and then you should not freeze in the cold weather.
well if there's no water coming out of it, replace it for a new tap. For this you will need a basic knowledge of plumbing and a few tools, or call in a professional.
I am going to assume that you intend fitting an outside tap, and not try to repair an existing tap. You can buy a kit with everything including instructions, at B & Q I have also seen these kits in larger stores.
