is ther e a reason it must be removed most vinyl you can override and save many hours of work
get some heat on it to melt the glue on the back then scrape it up with a spade. works brill.
get a good industrial blower to melt the vinyl of the floor.
Just like wallpaper removal liquids they also make it for vinyl flooring. Check ouut the flooring department in a big box home improvement store.

If ya do not mind the noise.. then you can rent a flooring chipper...
Only use this on cement based floors though.
It has a steel blade that vibrates on the floor and lifts up the vinyl in strips... ( you may have to pre score it a bit for even strips)
There is still the mess of old mastic on the floor. other fellows advice to overlay is sound advice.

if is a good condition steak on floor, just sanded by 40 sand and install new floor, but normally you should out and install new one,
