The wood framing outside the windows is rotting out.?

You can pry off the brick molding around the window off. Be careful with the pry bar, so you don't dent the surrounding surfaces. If the sill extension (just the part that sticks out from the house) is rotten you can cut it off with a saws-all and replace it with new.

Your lumber yard may have PVC brickmold and sill extension, this option wont rot.
Make sure your flashing above the top piece of brick mold is in good shape, if not replace it. You can also use window flashing tape to seal things up. Pre-drill the nail holes in your new trim so that you dont split it out.

I don't know of any way to replace with out taking out the window. If you have the dry wall off on the inside you could use a saws all to remove one side of a window but it would still be easier to remove the window.
You can actually just pry it off with a pry bar, but you need to find the cause of it, so it doesn't happen again to the new framing.
If you own your home I recommend replacement windows. the windows I had installed tilted forward so I didn't have to go out side to wash. They are a good thing to have because they will save on your energy bills. If you live in a northern climate the best time is in the winter months.This is when sales are down and the window installers want to earn a living all year round.
