Yes you can paint a sat-elite dish, Here in Spain many people have their dish the same color as the house, it looks very nice

They have paint on them when installed,and I don't believe that it is power coat..so I would think
that it would be alright, because it's not the dish itself that sends or receives the signal, it's the receiver part in the center..the dish just catches the signal
so the receiver can pick it up..so I was told by my installer.

Yes you can. As long as is not lead-based paint that might interfere with the signal. You can either use household paint with a sprayer or regular can spray paint. One important thing is, make sure the LNB signal receivers are NOT painted.
Satellite Dishes can be painted with a non oil based paint. Do not use acrylic on it.
The most important part of the dish is the transponder which is the middle eye and you do not paint that at all. Just the receiving dish.
