Line the cushions with high thread count fabric, at least 300 threads per inch.
Your fist answer is correct but i would go 400 ct or higher also if you can sew it is best to make a complete cover for your cushion core if you just line them the material will eventually bunch up or get gaps allowing the feathers through.
I've seen people having a plastic fabric line under the fabric of your choice line, it will hold the feathers. Thick plastic is better, it's more resistant and doesn't make noise when you lay on it.
