A buffing wheel and compund. They sell small kits you can use with an electric drill. Usually has two cloth wheels and two grades of compound. Under $10.
You need the right stone, very small pieces and water, I guess you could try very fine sand and water, but don't take my word for it.
Sand it with very fine sand paper or emorey cloth. 400 to 600 grit then get a rag wheel ( buffing wheel ) and apply jeweler's rouge to the the rag wheel and buff the knife. It will shine like a mirror. A toolpost grinder with rag wheel is ideal. A dremel tool with buffing wheel coated with jewelrs rouge might work. Getthe red stuff "jeweler's rouge. Other types might work but I know the red will.

believe it or not i use baking soda
just make a paste out of it with about 75% baking soda 25% water and just rub it into the blade and GENTLY buff it with a very very fine grit sand paper let it sit then wash it off it should be shiney shiney =]
I used steel wool on my old hunting knife and it looks good as new.
Use wet and dry paper. Depending on the condition of the knife, start with a low grit paper such as 220. Polish the knife till you have an even finish of scratches. Move on to the next grade of paper say 300 and remove all the previous scratches. Continue to do this with finer and finer papers until you have a mirror finish. I sharpen wood chisels this way finishing with 2000 grade paper. Sears stocks all these grades of papers.
