I am going to put a wallpaper border up on wall but I dont know if I have to first remove the border?

YOU CAN REMOVE THE OLD BORDER IF YOU CHOOSE OR YOU CAN JUST PAPER RIGHT OVER IT IF IT IS ON GOOD
Taking the old border down would be time consuming and a pain. You can put the new one over it, but you might need to put some type of primer over it first, depending on its condition and the type of wallpaper it is. If it has a slick surface, the new border will not ahdere well.

Spritz the old paper with an old sray bottle filled with warm water with a little liquid fabric softner in it. Let it sit for a few minutes, then peel or scrape the old paper off.
you should take the old one off it helps if the new one is put on to the wall it will stay on better and you would probaly be able to use wall paper remover to get the border off the wall
If the old one is vinyl, it is easier to remove than to put new over. Try picking up a corner with your finger nail and pulling it off, if it comes off, it is vinyl. If it is not vinly, go to the home center and get primer that is compatible with your new border and prime first, might want to sant the old seams flat so they don't show in the new layer.
