What is the best way to paint over a laminate or formaica surface?

Paint will simply not stick to HPL, high pressure laminate, even if roughed up with sand paper. You are much better off putting new HPL on top of the old. Beside that, paint is not nearly tough enough to stand up to the use than most surfaces that have HPL on them receive, such as counter tops.
The best way is to mechanically attach another layer on top of it. For example, you could screw a layer of luan over top of it, then paint that. If you want to paint it anyway then use a sander to scruff it up very well. You need deep groves in it so that the paint will "stick" even if it doesn't "stick". You might also try painting it with FRP adhesive first (can buy it at HD) and then painting over the adhesive with oil based paint.
i would not do it....u will not get a great finish.plus, u dont want to eat off of this if using in a kitchen....

If you insist--go to HD and buy "liquid sandpaper" -but man, this is a mess waiting to happen.
