How do you stop birds from nesting in a wall?
Question:I am three flights up, and cannot reach them from the outside of the building. They are coming in at the air conditioner and somehow getting inside the wall under the window unit. I have tried spray foam around the unit, but they still get in. I can't see from the outside how they do it.

You should talk to the landlord. I think it is his problem not yours.
Give them tree on the roof top, if they have tree they can shelter themselves there. Ask for the firemans help , they have longer ladder and most espcially expert in climbing tallest building like that.After getting rid or trasnsferring their nest, make sure the building is a hard concrete with no hole ,even a small hole.
You'll be amaze how birds do it, they have natural talent in building their nest.Actually most of then build it in or under the roof because it is made of wood which then can easily make a hole ,and then nest. Sometimes you can't see it outside, but look closely it's there.
I had seen some birds nest in one of our municipal hall's building. The rice birds/ sparrow, they manage to make a hole which leads to bad condition of the roof, and lead to renovation of the building now, there were few rice birds around our street. It's not that happy anymore but never the less our building is safe and we don't have to worry for unforseen accident.
Take note , don't climb there on your own, ask for the firemans' help. Ok!

back in my home town there's a huge problem with swallows nesting on walls. largely, they're tolerated as they keep the mosquito population down. however some buildings are covered in their nests. they've tried everything to get rid of them, but they just keep coming back.

Goose me's right. You may want to suggest one of those fake plastic owls or hawks to scare them off. Get one with a bobble-head or something so the birds won't figure out it's not real (or think it's dead or something.)
put out some bird seed laced with rat poison.
put a fake snake on top of the air condition.
I had the same problem.
Make a case according to the size of air-conditioner cover the case with steel net and fix it.
