Pour 1 cup of either salt or baking soda and 1 cup of vinegar into the drains. Follow with 3 cups boiling water. Allow to sit for an hour. Flush with cold water. Do this once a month.
In NJ, I'll bet he has to care. Send a registered letter telling him of the problem, and state you are afraid it is a health issue. If he doesn't respond. Call the health department and ask for help. Or you can boil a gallon of water on the stove and pour it down the sink. It is probably soap and grease residue stuck to the walls of the pipe and need to be melted.
First of all Dont ever use Liquid ripoff. How far did you snake? 25 feet? If you snaked farther then this then you were most likely going into the main drain by then. You should of cleared any build up. Most likely you have some hair build up in the bath drain which can be cleared out by removing the trap and checking and looking in the drains. Kithcen sink do u have a disposal? Dont ever pour Liquid ripoff in the disposal it will screw it up. There are other products also that maintain drains and clear them. Try some orange solve.
take a garden hose, place it in the drain, wrap a rag around the hose and press it down into the hole, dont forget to plug the overflow drain(located towards the top of the bowl, closest to you). have someone turn on the watter, full blast, while you hold down the rag. it takes a little finesse to keep from getting wet. It will work, the pressure forces any clogs further down to where the pipes are wider.
