The pictures show a flushing valve, which is working if your toilet is filling. The problem you described is a bad seal between the flapper valve and seat at the bottom of the tank. Lift the flapper valve and feel the lip of the seating surface. If it is rough, water will leak into the stool and when it gets low enough, the fluid master will refill the tank like it is supposed to.

The black cylinder is the float, the yellow and blue part is the flapper, the white tube is the overflow drain and the tube the float is attached to is the anti-siphon valve. If your water level is not reaching the top of the overflow drain tube, then the culprit is, more then likely, the flapper has lost its elasticity and needs to be replaced.
Easiest way to fix the problem, from experience, is to go to your local home improvement center or wal-mart, buy a new kit. Under $20.00

Turn the water off. unscrew the water supply and then the whole assembly unscrews. Pop the old assembly out, the new on in. Screw it back together, add water supply. Done in 15 minutes. Brand new flush system, under 20 bucks, that hasn't been worn out by life.
