Why is my toilet emitting a loud siren sound?
Question:My downstairs toilet makes this terrible screaming noise every 10 minutes or so. I have heard/read from a variety of sources that it might be air in the pipes, the flush valve or the fill valve. I've been playing around with this a lot, and I turned the water off to the toilet and the noise has stopped. So now I can't figure out if that means air in the pipes or just something in the toilet. I'd rather figure this out before I start buying stuff to fix the toilet. Thanks for your expertise!

It is your fill valve probably a ballcock. You should replace it with a fluidmaster 400A about $10 at the local home or hardware store. The instructions are in the box. Also get a new flapper while your at it, the reason it did it so often is because the water was leaking out of the tank.

have you opened the top of the toilet and looked inside it, maybe something is stuck?

i'm gonna say flapper too.
what you might want to try (as it seems like you have no trouble touching the toilet) is to check the chain and the centering of the flapper. if the chain is too long or too tight, it will cause the flapper to be loose. if the flapper is uncentered, it will also cause the leaking.
funny story: one time, the chain on my flapper broke, so i reached in there and tried to reattach it. however, i cut my finger on the hook. how is that for scary: getting a cut from a toilet. :)
Sounds to me as if your outside air vent pipe is pluged up.
