What is the best glue to stick plywood on pine timber?

Those are very small sticks of plywood, are you sure you cut the plywood to 4 milimeters?
There are 2.5 centimeters to the inch and 20.5 mm to the inch, so you have cut ply wood to less than 4/20.5 of an inch or about 1/4 inch strips.
Something is wrong with your demension of 4mm here.
If by chance you have cut the plywood to near 1/4 inch width strips, then Id say the best glue is a contact adhesive, and the best contact adhesive around is the one used by shoe repairman to adhere soles of shoes which you can readily buy on line for about $15 for a 12 oz can of the stuff.
