check the hinge pockets and make sure they are lined up correctly with the door jamb and also check the srike jamb on the door frame. if it is off it won't close correctly. spray some WD-40 on the hinges and lube them up. that will make the motion a lot smoother
You haven't given much detail but from what I think you are saying you would probably have to level your home on its foundation. It has probably settled.

If you have a slab or basement foundation then you will have to pull the facing boards & shim the door.
I had one like that because my hinge was slightly bent. i took it off and beat it flat and it worked for me
