It has already been done. The feeder to your water heater is a branch off the cold water main into the house. All you have to do is close a valve located on the water heater inlet or outlet pipe.


Turning off the water heater doesn't stop the cold water from running. You just won't have any hot water.
It is already plumbed that way.
Usually the " Main" water supply line is divided into two lines. One line feeds the house with cold water, the other line feeds the Water Heater with cold water which gets heated then feeds the house with hot water - this is how you have cold water and hot water.

If your water heater was not working you would probably get cold water from both taps since the only process interupted is " Heating the cold water coming into the heater"
