Answers:
Go to your local Building supply, ( Lowes, Home Depot). Get some LocTite and put it on the threads of the bolts and then assemble. Ask a sale person in the area selling nuts and bolts for the LocTite.

Put some wood glue in the hole before you screw it in. It should hold. When the hole gets too big, you are going to have to use a slightly larger bolt/screw.

The reason the screws are coming out is the chair/wood is flexing when it is being sat in. You might want to think of getting some sturdier chairs?
try sun silicone on the end of each bolt
You can take the bolts all the way out, and then fill the holes with wood-putty or wood-glue mixed with saw-dust, and when that hardens overnight, then put them back in. Or, you could try filling the holes with "Liquid Nails", and putting them back in...but put them back in before that dries.
Good Luck!!
one quick fix is to remove the screw clean the screw hole use wood glue and drive a wood golf tee in the hole let dry use a coping saw cut off the rest of the tee drill a pilot hole and replace screw.
take out one at a time and wrap thread around them and replace., should do the trick and not break the bank..
LocTite.
LocTite as the man said

You could also peen the threads with a hand punch or a hammer drill or you could take a mig welder to it.

LocTite works on scopes for rifles and that is the best for this
