Answers:
sand off the previous varnish then wash with white spirit. Then varnish. Good luck as it can be tricky!
Get a professional to do it - I've just found out the hard way!

Sand of the old varnish, then clean the surface with white spirits to ensure it is clean and dust free. Apply a wash of linseed oil once it is dry then apply a single coat of good clear varnish, us a new good quality brush that does not shed bristles.
Apply paint & varnish remover to remove old varnish, scrape off gunge after half an hour. Wipe with clean duster soaked in white spirit/ turps apply boiled linseed oil which has been heated so that it is very hot. Following day wipe surplus off, leave for a week. Rub entire surface with steel-wool 00 grade. Apply exterior varnish which has been warmed, leave as long as possible, if necessary apply a further coat.
First, remove the old varnish with a chemical stripper. Then apply 3 coats of polyurethane varnish, sanding with 320 grit between coats. When the third coat is dry, polish it with 1500-grit wet-or-dry sandpaper, using spray wax to lubricate it. I've been an amatuer woodworker for about 35 years, and this method always produces good results.
First use a chemical stripper to remove old varnish if you just sand it you will see dark spots under the new finish. this is because sanding does not remove varnish from the grain.
(2) wash down with methylated spirit, this will stop any reaction with the the new finish.Polyurethane is the easiest finish to apply either matt or gloss. use three or more coats depending on the finish you wish to achieve lightly sanding in between coats with 350/500 grit paper. this sanding is just to remove the knibs, not break up the surface.
If you wish to re varnish, this is a job best left to the professionals as the technique involved requires years of practice and a misplaced cup of coffee will ruin the result Most polyurethanes are heat proof and far easier to apply.
Good luck
