Other answers are part correct, to make it last if the repair is deep you need to drill into the original concrete and chemically fix stainless steel bar to aid reinforcement if you don't it may fall off. when you reapply new concrete don't do it too thick (25-30mm at a time) otherwise again it will crack.

I have done this before with a dry mixture of quickcrete,u can trowel it right on and it stays put, mine turned out beautifully
YEs, use a product called Blue Circle high strengh early set cement. it sets very quickly.

Use 50/50 mix with building sand.
Mix a small amount at a time.

Clean loose rust off any reinforcing bars.

Use a piece of timber to support the wet cement as you apply it with a trowel or paint scraper.

gently scrape off excessive cement as it sets, then re apply layers until it is right.

Paint to seal and match to make good.
not knowing the size of the sill or the extent of the breakage its hard to say...if you just need to patch the surface , mix some portland cement and sand and trowel it on and keep going over it every once in a while till almost set , then blend the patch into the existing sill with a brush...if the breakage is extensive i would devise a form to support the patch and mix portland and sand and trowel the cement into the form. to help hold the patch you could drive some tap-cons into the existing sill and leave some of the head stick out to hold the fresh cement...when almost set strip carefully and blend the patch in with a brush...
If this is a local problem, the soft concrete is only right at the window you can do this yourself. Remove the soft concrete, and then replace it. Make sure when you put the concrete back that the sill slopes to the outside to drain off water.
go to your local building mertchants and get a bag of fosroc concrete repair , there are instructions on the bag , very easy to use , explain the the repair to assistant and they will be able to tell you which fosroc product you need for the job, good luck
