Yes and no. It all depends on where you intend to use the wood.
If you're rough framing, then a circular saw should be able to provide the cuts you want. The only problem comes from cutting very shallow angles; properly securing the wood while providing the proper support so the wood doesn't pinch on the blade and the open space to allow the blade to cut completely through the wood may be difficult to attain.
If your project is finishing carpentry in nature, then I suggest a compound mitre saw for standard angles and compound angles. For shallow angles, use a table saw.

Yes! There are two basic cuts on boards, RIP and CrossCut, CrossCut cuts across the wood grain and Rip cut down the grain. If you are cutting angles, then your are cross cutting, if the wood is for Finish work the use a saw blade for finish (fine blade) work, if it is roughing in work then use a blade for rough work (course blade). Be sure you are comfortable with the saw before you begin, go rest and think about what you are doing if you need, Wood is cheap and Fingers are not, So be Safe and Know before you Go!!
Are you wanting to just cut in angles, or in curves & fine detail as well? If the latter, what about a Jig Saw? At least that's what they are called here in Australia.
