Yep, it's TSP. And super easy and cheap. You mix the TSP with water, scrub the aluminum with it with a bristled brush, then rinse VERY well. The most important part of this whole process is making sure it's rinsed off very well. If the TSP residue is left on the substrate, any paint or primer you use over it will have compromised adhesion. Meaning it won't stick as well and will likely peel fairly soon.
Anodizing is the changing of the molecules on the surface so the only removal is removal of the surface. Better off painting if with metal primer.
Duro makes a great aluminum cleaner. It's a version of "Naval Jelly" just for aluminum. I've used it for years and years. I think you want to remove oxidation and corrosion...not the anodizing though.
Home depot, Lowes or any hardware store should have it.

try TSP tri sodium phospate available at most any hardware store that will only clean it. afterwards the surface needs to painted
