Intake valve stuck open on 5 HP horizontal shaft engine?

Question:Before I open the case up to see whats going on, does anyone know what the problem could be? The crank spins easily (because theres no compression ;)) and the exhaust valve works just fine.

pull the head first the valves could be bent burned or worn if the valves look ok you might have a ring problem worn or broken
