You should put the chicken coop on small concrete blocks Build a square frame the size of your desired floor space
then buy thick plywood or other kinds of materials to use as the floor. I screwed down the floor but you can nail it in if you wish.
Then build the corner posts of the framework of the wall. secure them to your floor frame with brackets and screw them in tightly with non corrosive screws.
Use plywood to create the walls making sure you leave open a door entrance and windows that can open and close. (my coop was small so i used hinges and used the cut out ply wood as the flap - but i put chicken wire so they cant fly out when its open. I also made another window for feeding only where i can drop inside the vegetable scraps and leave.) Secure both windows with abent nail so you can twist it left or right to open and close the windows. As for the front area of the coop, I took some chain link fence and created a small door from the same chain link. This way, I see what is going on inside. I also made it chain link for cleaning purposes. You will have to hose out the chicken crap often or else it will stink up the coop! Once in a while you can scrub and hose it down with warm water and dish soap or oxy clean. Make sure to have a tarp long and wide enough to cover the chainlink area during a rain storm. I had large heavy bricksand blocks of wood to secure my tarp from the top of the roof.
As for the ceiling/roof build it on a slant so the rain runs off to one side. (remember when you install the corner posts of the walls which way you want the roof to slant. obviously two posts should be taller on one side to create the slant)
Make the roof the same way you would make your homes roof. I built my coop roof purposely leaning to the right so this way the run off water goes into my garden. Cost of materials vary from state to state.

(No I'm not a chicken farmer, I got tired of paying too much money for eggs when they were expensive years ago so i decided to buy chickens to make them for me).
Just Yahoo (chicken coop). You will see lot's of pictures and I'm sure you will find something that fits your needs. Cost is all based on size and type of material used. Just make sure it's rat proof. Standard size chicken wire will not keep them out. If they can get their head in,the body will follow.
