It really depends on where you live. Here in Florida, with no real "Winter" to contend with, you could pour a 4" thick pad on tamped soil and call it done. If you live up North, you might need to consider a monolithic pour. A mono. pour has the footings already dug to a per-code depth at the outer circumferences, then is formed to allow for a 4" thick pad. The concrete fills the footing areas and also is 4" thick - thus a "mono" (meaning "one") pad. If this is going to be a shop, you may also want to install floor receptacles, which would mean pre-wiring before you pour the pad - they come in handy for table saws etc.
