Depends on what you want to do with it when you are done. Mechanical removal with an ice chopper will get the gross material up, but if you are going to put down tile, you will need to get up the mastic with something that dissolves it, hopefully mineral spirits (paint thinner). If you are going to carpet, gross removal all that is needed.
We bought this tool at Menard's that is designed to scrape that stuff off. It worked okay, but took a lot of muscle!
I suggest a steel prybar with a chisel end (about 4' long- Home Depot) and a floor or tile "Bully" (Home depot). Keep a file handy to keep the edge sharp and you'll do well.
Also please "tent" the area you're working in with plastic, wear a respirator, mist the work area with water and put the wasted into construction grade hefty bags as linoleum may contain asbestos.
Buy a heavy duty floor scraper
If you are going to put tile down, and the linoleom isn't coming up, you can just put tile on top of it. You need to score the linoleom with a razor knife, and use the good setting material. Otherwise, you can use a big scraper to get the big chunks up, and a razor scraper to get up the glue. It is very labor intensive.
