Answers:
rule of thumb in scotland is 900mm wide , must have 2m head height as you go up just not sure of angle of stair and you need fire doors fitted to all doors that lead on to the stairs to ground level as a fire access/escape

think its atleast 36" w in the states
Minimum requirements are 3' wide steps, 8" high riser ( the vertical/back part of your step) and 10" wide tread
If you're converting your loft as an inhabited room, you'll definitely need Building Regs. There are all sorts of fire safety considerations. They will advise you about the stairs too.
