How do you increase stitches in stocking stitches (stst)?

Question:(i am trying to make a sleeve, and i can't understand the instructions from the book. )

Is this at the end of the sleeve? You can either pick up a stitch from the row underneath, or you can just cast one on. You're going to sew it up, so it won't be too much of a problem.
