Electrical - Need Clarification?

Question:I have seen several people post refrences to this over the past few weeks...what do you think?

Some people have posted that anything pluged in to an outlet is using electricty, on or off. To use less electricty, they suggest you unplug devices not in use.

Now obviously things like cable boxes and TVs that maintain settings and time will use a nominal amout of power, but lights and other things that totally power off literally use no power, right?

Answers:
There can be (and will be) small amounts of electrical leakage even if an appliance is off. If there's a minor short to ground the leakage will be higher. Usually this is measured in milliamps, and would NOT comprise a significant difference on an electric bill.

You are right. If something like a light is off, it uses no power. Many home electronics and appliances do use a small trickle of power all the time though.
The power stops at the appliances switch, there is no usage
yes you are correct.
