Go to your local commercial drywall supplier or stucco supplier. There is a tool called a rasp that is used in the const industry specifically for shaping EIFS, (Exterior Insulation and Finish Systems). Makes a terrible mess on const. sites and will do exactly what you want to do.

cut off a square piece of styrofoam and rub it against the second piece of styrofoam.
Maybe rub it over stone, or use a file on it.
Use a really rough file. The type I am speaking of has curved cutting surfaces all the way across the file. It is made for removing large amounts of wood at one time.
