Perforation.
The device that makes the holes is called a perforation device, though they come in many different shapes and sizes, depending on the task.

PERFORATIONS
this perf's are done on a perf/scoring press. their usually put in after a print run as the build up of paper dust will damage the blanket of a press.
go to your local quick print shop and they should have a facility to do this.
