This depends on the type of house you live in and its location.
The first thing to know is that you do need building regulations approval.
With Planning Permission it is a little complicated.
If your property is not within a conservation area and it is not divided into flats then you have permitted development allowances.
If the property is semi-detached or detached you can extend out from the roof (by installing a dormer window) by 50.0 cubic metres.
If the property is mid or end terraced you can extend out from the roof by 40.0 cubic metres.
Both of the above assume that the house has not been extended previously.
Other parameters that you have to work to are:
No part of the dwellinghouse as a result of the works carried out can extend above the highest part of the existing dwellinghouse (normally the ridge of the roof).
No part of the dwellinghouse as a result of the works should extend beyond the face of any roof slope facing a highway. (this generally means the front roof slope)
I suggest that you visit your local planning department and see if they have a guidance note explaining the above in more detail.
Also try to call in one of the local Loft Conversion Companies. They will be able to survey your house and give you advise as to what is possible and also give you some idea of costs.
