Any free plan will need work, by a professional, to fit your local building codes. A home design for Arizona, for example, would not pass in New England. At some point, you'll have to pay someone, to get things done right.
Leo is absolutely correct. There are no Global standards, and with all due respect I assume you are not in the USA. His example and analogy are completely valid. IE: depending on your location I assume a structure, built in any country has standards and governing methods approved, depending on many factors,,,Environment, Typography, population density, etc.
The most valid, initial step would be to contact an agency local to you, that governs construction.
YOU however, should expect fees, even if you are able to design and draft your own blueprints, in regard to the viability of YOUR plan in your location. OR confine your search, by actually stating details of your location and property geology, to some local construction firm, familiar with what is acceptable in the area.
The "PLAN" (Aesthetically speaking) is truly a minor part of beginning the process.

I rather suggest to you that you need to hire for a professional than to DIY.It's better to spend a couple of bucks but at least satisfaction guaranteed,than to save a little then,you'll regret it for a long time...
