a lot of room sealed appliances do not require vents. please check the manufacturers measurements of clearences around the boiler. it will also say if it needs venting. also please make sure the boiler casing can come off easily,,, a lot of service firms and even british gas will not work on a boiler if they have to take the cupboard apart.

However you box a boiler in you must leave plenty of ventilation around it !!!
You can adapt a normal cupboard if the boiler is in the kitchen, but as Dave P says, leave the recommended space for ventilation. It's also useful to have access to any control panel or buttons that are on the boiler.
When we got a new fitted kitchen the builder guy said it wasn't within safety regulations to box in a boiler so if you want it done I suggest you DIY or get a mate to do it. Check out your installation manual for measurements needed for clearance to allow ventilation. If you don't have a manual check out google or ring manufacturer directly. Make sure the boiler cover can be removed easily and make parts that an engineer may need to look at or get to accessible.
Has Dave p said but you will need a air vent at the top and bottom of your cupboard .
i also say ventilation is very important and if impossible DONT do it
