Can I install a laminate floor over top of an existing vinyl floor?
Question:And if so, do I still have to use padding under it? The existing floor is in really good shape, but it doesn't match the room anymore.

Yes Laminate floors are floating an can be installed over a variety of surfaces. However you will still need padding. The padding is a great insulator and creates a quiet solid feel under foot. Most Importantly it is a moisture barrier. The better the pad the more solid and quiet the floor will be.
Moisture is the biggest reason for failure wipe up standing water immediately.

That would be the lazy way of doing it. Take the vinyl out, and the molding off and re-install. Do it right.
If there is an underlayment under the existing floor, I would say no need to add one. I don't think it will hurt anything at all, it should be fine, but if there are any imperfections in the vinyl floor (such as divots, cracks, raising tiles, etc.) they may show from under the laminate.
Underlayment is usually optional, unless you're laying the new floor over a sub-floor, like something such as luaun which is only over the original wood slats and beams.

I say yes on using the padding.It will help with sound and tempurture. But If your vinyl floor vinyl falling apart or has waves in floor u should remove old flooring.This way u will also see if your sub floor is in good shape or needs to be reples it also

Yes you can. The existing vinyl floor serves the same function as the underlayment/padding that you can buy from your local building supply store. The store bought underlayment/padding has 1 function, to serve as a vapor barrier. As long as your existing vinyl floor is not torn or cracked as you have indicated adding additional underlayment/padding serves no function. good luck
Yes you can instaill it over vinyl flooring. You will need to use the padding so that with tempeture changes there will be no sweating and that is why it is called a "floating" floor
Yes you can do it and it won't hurt a thing ... unless the vinly below has texture. If it is textures it's possible not to get a good seal between the two. I would suggest removing the other or checking with local hardware for something to smooth it off (if there is such a thing). You can probably go to 5 layers without really having to consider removing old flooring.
