Be careful power washing vinyl shutters! I had a crew PW a home and it shattered them like rock hitting a glass window!
Most was due to the sheer pressure and the age of the vinyl. Not being virgin vinyl, time and weather broke down the elements and strength of the shutters. (white vinyl looks like they been in a room with a smoker to give you an idea of non-virgin vinyl element break down)
Try hand cleaning them and a water hose before hitting them with a pressure washer.

I agree with the answerer above. My vinyl shutters are in direct sunlight and in blazing temperatures over 100 degrees. My neighbor tried to power wash his shutters and shattered them right off the house in a million pieces. I took mine off, used some detergent and a nylon brush and got most of the krud off my white shutters. Then, I used the new Kylon paint for plastic and painted them black.
I would agree with the previous two answers and add that at this point in the life cycle of the vinyl, I would either replace them or wash them (not w/ a PW) and repaint to the color you want. Aged vinyl shutters will hold paint very well if they are cleaned first with a mild detergent. If you decide to paint, put two thin coats and they will look like new.
you can only if you cut the pressure way down if you don't you will end up like the answers above you may need to paint them if there vinyl they can be painted but if there plastic you might have to replace them
