I have zinc rich primer powder-coated part. Will a latex top coat adhere to a powder coat primer finish ?

I agree, the latex will not adhere for long to the powder coat primer. I would either have it sandblasted or sand it down or use a naval jelly type remover, re-prime it and then paint it. I tried to use Hammerite over a zinc powder-coated item and in very short order, it began to flake off.
