Depends upon how long you want them very white.
1. Ceiling white paint (not kidding...I used this on a photo shoot once.)
2. Replace with ultra-white ceramic tile.

I would suggest using a cleaner called TSP which is a very strong cleaner and please make sure you follow the instructions it can be very harmful. Then give it a good waxing

If you use bleach be sure it is rinse well or it can cause white tile to turn yellow. I had this problem cleaning a shower and now can't get the yellow stains off.
