It doesn't matter what the barrel held; steel doesn't absorb the contents and can be cleaned. If the barrel held used motor oil, for example, a cleaning solvent will get out 99% of it. The first fire will burn off the rest.
Welders, mechanics, millwrights, etc always make homemade cookers out of old oil drums.
