Will using a heat gun on skiritng boards damage or weaken the sealant between the wood and plaster walls?

if you mean the gap sealer along the top, very likely yes but it's no big deal, it's easy to replace it using "painters acrilic sealant " use a sealant gun with tube. it's basically thick emulsion paint, so you can paint over it.
If its bathroom or window sealant it may well do ,depending on how long and close you use the heat gun on /near it.

Other sealant should have been used like crack fillers which is more like plaster fillers,which would not be affected.
yes it may well do but this is easy solved by resealing with decorators caulk this goes of and can be overpainted quite quickly. dont let the heat gun linger to long over the top of the skirtings and the walls as this may cause the plaster to blow
skerting boards do have a little resistence,if you wish to use the heat gun ,at your peril,then do so .however,make sure the heat is on low,and burn your leccy out,try the more aprroved method that takes a little longer but you wont get your mates saying yeah right,scrape the gloss away to leav a dull finish,then paint on some turps,wash awy with,brillo pad,,job done,any residue left,damp a new brillo n wipe
