as far as I know they are both the same. If you turn off the ceiling fan when it's not in use then that saves electricity, just the same as unplugging your table fan. Just the same as unplugging all your appliances when not in use.

But in this case size matters, a small ceiling fan and a large oscillating fan might be pretty close. The size is not the physical size here, it is the electrical size, which is to say ' How much electricity is required to operate this fan'
One motor can appear smaller but actually be the larger of the two if it consumes more electricity to operate at a given speed for a defined period of time.
