Clean surface and remove all excess oil.
Use an engine cleaner to remove oil.
Thereafter use a sodium based general purpose cleaner to remove all other dirt.

To resurface a previously concrete surfaced area, the surface has to be chipped ie using a chisel knock some pock holes into to surface to aid the new concrete to grip onto the old surface.
Therafter, a bonding agent, usually a water based emulsion solution such as a clear paint could be used to coat the surface. This is optional.
Thereafter, use a slush ie a diluted mixture of cement and sand and water and brush it onto the old surface.
This acts as a teaser before the proper and final skreed is applied to the surface and aids gripping of final skreed.

Once a 20mm skreed is applied, there are many options to paint the surface.
Use an alkaline resistant, resin based paint to coat surface. 3 coats, 1st coat diluted with turps, thereafter a full coat straight from the tin, repeat, once more if desired.

The more expensive option is to use an epoxy based, 2 pack coating system for waterproofing purposes.

Also a slightly cheaper version would be a polyurethane based coating system.

I would go for the cheaper alkaline based version containing an iron oxide colour. After a few years, repaint it.

Don't use paint on your concrete, use a concrete stain
First Clean the surface then use a concrete etcher to etch the balcony. Then I would use a Exterior paint, due to the fact that stains have to be reapplied more then paint and generally last longer. There is a great article in the June issue of consumer reports on why to use a paint over a stain. I would recommend using KILZ exterior you can get it at Wal-mart. The article also reviews this paint.
