I had a similar problem. After I solved it, I wrote an article on it. Read about my toilet dilemma at: http://www.helium.com/tm/191557/...

youre using too much tissue, try a wet wipe first(throw away after using) then tissue
call plumber-you need to snake out waste system!
Sounds as though you have something partially clogging the drain. Might I suggest a plummers snake instead of the plunger. A plunger is often only a temporary fix. Check with your local equipment rental store or hardware store before calling a professional plummer, as they can point you in the right direction. You may have even inadvertently dropped something in the drain that got caught part way. Also, if you're an apartment dweller, call the landlord first.
A friend of mine had a similar problem and after much trouble and expense, bought a new toilet and solved the problem. To relieve his frustration, he took the old toilet outside and busted it open with a hammer. Lo and behold, there was a ladies compact stuck in the throat of the bowl. When he snaked the toilet to fix the problem, the snake would bypass the compact. But every once in awhile when someone took a dump, the compact would turn flat, and act like a check valve, closing off the throat!

Your'e not missing a ladies compact, are you?
You could have a venting problem in your sewer line. If you get a girgle when a sink drains or the tub drains, this may be an indication that this is the problem.

Also, if you have a main cleanout, have someone flush the toilet while you have it open. If it is clear, you should hear the water run by within seconds of the flush. If not, there is a clog in your line before the clean out.
Now, if keeping your cleanout open seems to help the problem, it is venting that is causing your back up. You will need to look into installing some studor vents under some sinks to allow air to flow into your sewer line while you flush your goodies away. A studor vent allows air to enter the system without allow air into your house.
I also flushed a pager down by accident and after several day of intermittent clogging I remove the toilet and retrieved the pager. Lastly in a high calcium water area, calcium can build up and reduce the size of flow. Replace the toilet. A lot of utility companies give rebates for using low flow toilets.
By the way the pager still worked after drying it out a few days. I still exchanged it and told them because it was getting a s--ty reception.
that is really frequent. Once a year I have to call and have someone snake through the main line. I was told that the line is level and that is causing the problem, so if you have a flat front yard it could be the same. But first call someone and fix your issue now and ask about your main pipe and if it is ok.
