try something called go gone.it will remove a lot.
"Goof Off" it's a oily soluble will take that tacky off in a breeze. Check the drug store, hardware store, wal mart
If it is still tacky, check with your local hardware store for the best and safest product. If the tiles were old and the adhesive is pretty dried out, you could use a floor sander, which can usually be rented from a rental equipment store, and they will have the belts or pads and procedures required.

And.If your just going to put down more peel'n'stick tile, just leave it there (if you didn't get it dirty). If your trying to get back to concrete, i would have it sand blasted. That way you will be 100% completely assured of a good surface to start from and won't end up standing in a room full of very flammable and decidedly poisonous fumes (and, at that, never get ALL of the adhesive off anyway).
