Soundproofing an apartment?


Question:I need to soundproof my apartment from a 3 year old monster who loves downstairs.
I currently have hardwood floors. I am thinking of buying the best quality acoustical mat and installing a Pergo hardwood floor on top of that. Would this help? (I own my place so this would be a mental health investment!)
(And does anyone know of an excellent quality acoustical mat?) My walls are plaster and I never hear my neighbors on either side of me - so the walls don't seem to be an issue.

If you're going to avoid sound, just use normal rubber mat with steel wool in between should help. You should get a flooring expert for help. Steel wool has to be handled with gloves other wise you will get all itchy.
